Felipe Carranza

Felipe Carranza is an educational leader with more than 26 years of experience serving students, families, and school communities in Arizona. He previously served as Principal of Solano Elementary in the Osborn School District, where he led school turnaround efforts focused on academic achievement, instructional leadership, positive school culture, and student support systems. Prior to this role, he served as the district’s Director of Leadership and School Improvement, supporting principals and school leaders in strengthening instructional systems, developing leadership capacity, and improving student outcomes across the district. Throughout his career, Felipe has served as a teacher, instructional coach, behavior interventionist, assistant principal, principal, and district leader, bringing a broad and comprehensive understanding of public education systems and school improvement.

Chief Operations Officer

Colleen McCabe

Colleen McCabe, the current Chief Operations Officer, has served in Osborn since 2016. She was initially hired as our Director of Finance. Within her current role she supervises the operations of Maintenance, Transportation, Child Nutrition, Information Technology, as well as Business Services. Due to her demonstrated servant leadership as well as her oversight of Osborn's $50 million-dollar bond projects, Colleen was named a 2019-2020 Osborn You Make the Difference recipient.
 
Colleen is a graduate of Prescott College where she earned a Bachelor of Arts degree in School Business Management with an Emphasis in Accounting and School Leadership. Prior to serving in Osborn, Colleen worked in K-8 and K-12 districts in Yavapai and Coconino counties for 12 years. During that time, she served in a variety of district level positions, where she applied her schooling and gained her knowledge of accounting compliance, district operations and federal programs.

Chief Officer of Learning and Equity

Abby Potter-Davis

As Chief Officer of Learning and Equity, Mrs. Potter-Davis is responsible for providing leadership, vision and evaluation of Osborn’s curriculum and instructional services, and federal programs to attain the highest levels of student achievement, instructional excellence, and equity for all students. She oversees the long range planning and implementation of teaching and learning to ensure that the district’s objectives are aligned to Arizona state standards.

Mrs. Potter-Davis earned two Master’s degrees in Curriculum & Instruction and Educational Leadership from the University of Wisconsin-Madison. Since starting her career as a bilingual classroom teacher in 2000, she has served in the capacity of Director of Curriculum, EL Coordinator, and Principal.

Executive Director of Talent & Recruitment

D.D. Carr

Delilah (D.D.) Goslar-Carr is the Executive Director of Talent and Recruitment for Osborn School District, bringing more than 25 years of experience as a transformational educational leader dedicated to strengthening public education. Throughout her career, she has served in a variety of leadership roles, including teacher, assistant principal, principal, director, and executive director, leading initiatives that improve student outcomes, develop high-performing teams, and foster equitable learning environments. Her experience spans district leadership, talent development, special education, strategic planning, and organizational excellence.

A passionate advocate for public education, D.D. believes every child deserves access to high-quality educational opportunities and the support needed to thrive. Her commitment is deeply personal as the mother of five children with unique needs, all of whom benefited from Arizona's public school system. This perspective has strengthened her dedication to building inclusive schools where students, families, community partners, and educators are empowered to succeed together.
